Mayors and warden committee disappointed in governance study offer,[link widoczny dla zalogowanych]
The six municipalities had jointly submitted to the provincial government a set of comprehensive terms of reference for the governance study last March. The funding request proposed a complete functional review on existing municipal operations.
But the provincial funding offer of $100,000 is for a study with reduced terms of reference, based on a study being conducted on a smaller population on the south shore,[link widoczny dla zalogowanych], they say.
The other study they are referring to is the one done for Lunenburg,[link widoczny dla zalogowanych], Bridgewater and Mahone Bay. The municipalities there are contributing $50,[link widoczny dla zalogowanych],000 to the study while the province is contributing the other $50,000 for it.
"We will be taking the province's offer back to our respective councils for a formal response,[link widoczny dla zalogowanych]," says Warden Ron Baillie, chair of the mayors and warden committee. "We are very disappointed as this is not the in-depth study we had anticipated."
The town leaders had hoped for funding that would support the terms of reference submitted and provide a comprehensive review that could give them all of the information needed to lead Pictou County into the future,[link widoczny dla zalogowanych], Baillie said.
"We believe if we are going to have such a review done,[link widoczny dla zalogowanych], we might as well do it properly and not be left with incomplete information,[link widoczny dla zalogowanych], unanswered questions and more expenses for another study down the road," he said. "We are concerned that this reduced version will have significant gaps,[link widoczny dla zalogowanych], especially in the areas of infrastructure and service delivery levels as examples. Our councils will now have to discuss what the province has offered because it does not match what was submitted and approved by all six municipalities."
In an interview with The News last week MLA Clarrie MacKinnon explained that what the municipalities proposed to the province would cost many times more than $100,[link widoczny dla zalogowanych],000. He said what the province is offering will be less cumbersome and less costly. The study will look at how the municipalities are organized,[link widoczny dla zalogowanych], how their councils and staff function and will offer suggestions on how to become more effective and efficient.
It becomes confusing doesn't it. Wife if a councillor: isn't this expected as his job as councillor-meetings/phone calls,[link widoczny dla zalogowanych]. We the people of Pictou County need to hear the people speak,[link widoczny dla zalogowanych]. We need and do want to grow,[link widoczny dla zalogowanych]. We need and do want one body to sit in council. We do not want lots of council meetings from all these municipalities/councillors,[link widoczny dla zalogowanych]. We want one voice to represent us,[link widoczny dla zalogowanych].
Ok so municipalities are disappointed well get on with it,[link widoczny dla zalogowanych], see what you can do for us with what you've been given for the study.

Randy, I would like for you to spend a week in a councillor's shoes. Not only do they hold dowdn full time jobs, they work very hard at being a councillor. You have no idea how many times the phone rings with people requesting help or answers to questions.
