Brian Schweitzer Seeking Federal Permission For Cheap,[link widoczny dla zalogowanych]
HELENA, Mont. The governor of Montana asked Tuesday for federal permission to sell cheaper prescription drugs in his state through the federal Medicaid program,[link widoczny dla zalogowanych], a proposal he expects will catch the eye of other cash-strapped states.
Gov. Brian Schweitzer,[link widoczny dla zalogowanych], who launched his political career a decade ago by taking busloads of seniors to Canada to buy cheap drugs, said the waiver would allow Montana residents to get the drugs at about half the retail price.
Schweitzer said the federal government can get cheap drug prices for Medicaid, the federal program for seniors and low-income residents, because of Congress' negotiations with special interest groups. Those prices are far less than the price for those on Medicare, which usually serves the elderly,[link widoczny dla zalogowanych], or private insurance plans,[link widoczny dla zalogowanych], he added.
He said he got a copy of a highly confidential Medicaid drug price list by getting his chief of staff to sign a nondisclosure agreement that is usually handled at the state agency level. Schweitzer said it is obviously unfair to charge one group of people far less than another group of people for the same product.
He said his plan would cost the government nothing and could even save it money because it would open up the doors for government-subsidized Medicare patients to buy-in at the cheaper Medicaid rate.
"It doesn't cost the citizens of Montana a dime, and it doesn't cost the federal government a dime," said Schweitzer.
He is seeking a waiver from Centers for Medicare Medicaid Services to allow the unique prescription drug program in Montana. The waiver program is complex,[link widoczny dla zalogowanych], and the application lengthy. Schweitzer said it could take months, or longer,[link widoczny dla zalogowanych], to get an answer.
Health and Human Services Secretary Kathleen Sebelius, who oversees the centers, told him she was "intrigued" by the idea, he added. CMMS didn't immediately return a call Tuesday seeking comment on the proposal.
"I don't think we are going to get turned down," Schweitzer said.
Schweitzer has been putting a spotlight on the money the pharmaceutical industry makes by charging more in the United States for its products,[link widoczny dla zalogowanych]. Department of Veterans Affairs,[link widoczny dla zalogowanych].
He called the drug industry "full of crap" for arguing that the medicine bought in Canada isn't safe for consumption in the United States.
The Pharmaceutical Research and Manufacturers of America,[link widoczny dla zalogowanych], which represents the medical drug industry,[link widoczny dla zalogowanych], declined to comment on his newest proposal until it could look into the plan.
If one refined Patent Law so there was an ability to retain a patent much longer if the royalty owner and manufacturer did not make a 'undo' profit on the product; then there might be stronger incentive to get prices down to a level that is only covering the real costs involved. There may also be more effort in research where a product is less likely to see many user [such as ones to address a rare children's disease]; since there would a much longer time for the funds used for research to be recovered. It might even allow another legal leg to stand on where a product is abused by a dictator, or the likes.
First, the 'right' to cheaper meds has to be established. There will be a fight. Somewhere stock holders will suffer over a program like that. And, it smells of socialism! It would be much more cost effective to privatize medicare and deny claims. No claims and no cost to government other than payments to the private companies for their services; companies owned by bright and not politically inclined business people.
In Indiana the privatization programs have saved oodles in costs! No services are provided and fewer employees are needed. It's a win situation all the way around! Tax payers are happy,[link widoczny dla zalogowanych]!
Yes, you are quite right. For example, in Texas, for acne,[link widoczny dla zalogowanych], many medications,[link widoczny dla zalogowanych], like Duac, Retin-A micro, Benzamycin, and Tazorac, which are commonly used to treat teens with acne, can only be prescribed to kids on Medicain if they have failed treatment with preferred drugs.
No, it does not show they are pathetic. It does show that since the Bush Medicare Prescription Drug benefit through the negotiations leading to Obama's HRC, that Congress and the POTUS are beholden to the interests of the pharmaceutical industry.
You need both lobbyist reform and a system of publicly financed elections to remedy the situation. Or take direct action and form your own PAC, collect contributions,[link widoczny dla zalogowanych], and support candidates that will fight big pharma and not take their money.
